I carried out tests (with both weapon skills maxed out) by using a Hammer of Expertise (which has a swing time of 2.1 seconds) and my Truesilver Champion (with a swing time of 3 seconds). If Seal of Light operates on a PPM (proc per minute) system, then the number of procs I should observe per minute would be the same, irrespective of the swing speed. However, if I were to use a Hanzo Sword and the Seal of the Crusader (which now has an attack rate of 56 times per minute), that very Judgment of Light would restore 1098 health to me (calculated based on a 40% proc rate).
